Your 1997 Tube Tester

I've been trying to locate the Steve Bench who designed a tube tester that I found online. The date on the schematic says 1997. I have undertaken to redraw the diagram due to it being hard to read the component labels. First of all, is the moderator of this forum the same Steve Bench? Secondly, if so, do I have your permission to post my completed schematic on this site and discuss a couple of changes I have and a couple of questions I have.
